The 7 Key Elements of MANLY2015 are:
- “Gateway Plaza” (current intersection of Sydney Road and Belgrave Street)
- “Grand Boulevard” (Belgrave Street)
- “Village Centre and Civic Plaza” (Market Place where Manly Library is located)
- “North Quarter” (incorporating Central Avenue, Short Street and Henrietta Lane)
- “High Street” (Sydney Road)
- “Beach Terrace” (Ocean end of the Corso)
- “Manly Oval” (Incorporating a new underground carpark)

Building incentives and partnerships between the private sector and Council to make a better Manly for all stakeholders
This will be achieved through Manly Council looking at how development controls can better reflect and incentivise the private sector’s role in implementing key parts of the MANLY2015 vision. The successful Manly Mainstreet program will be boosted so it can include the bigger area encompassed by MANLY2015 beyond The Corso.

The relocation of Whistler Street Car Park under Manly Oval
The creation of an 800 place, two level car park beneath Manly Oval to replace the existing 350 place Whistler Street car park and 400 on-street parking spaces from the Manly CBD. There will be no net loss of parking in the Manly CBD from this proposal.
Vehicle access to the new, underground car park will be via twin ‘entry / exit slots’ on Sydney Road, with similar ‘entry slots’ on Raglan Street. The existing Tennis Facilities and Mountie’s Club (Diggers) Facilities are not affected by the proposal. All other parking stations provided by Council will remain in operation as they currently exist.

Traffic Arrangements & Promoting Sustainable Transport into the Manly CBD
One of the central aims of the MANLY2015 is to reduce traffic intrusion into the heart of the Manly CBD and to improve pedestrian, worker and resident amenity. In October 2010, Manly Council engaged independent traffic consultants, Urbanhorizon and Bitzios Consulting, to provide an assessment of the proposed road network changes being planned in the Manly CBD. The concepts modelled and considered as having minimal impact by the consultants for the MANLY2015 were:
Partial closure of North to South Steyne (between Raglan and Wentworth Streets) to a one way southbound Shared Zone (including existing bus routes) could provide sufficient capacity in the traffic network and still achieve Council’s goals of making the CBD a more inviting and pedestrian friendly environment.
Note: MANLY2015 starts with the premise that two way traffic will remain along North and South Steyne. However Council is seeking the views of the local community on the above proposal.
Other Traffic and transport features include:

A new shared zone in Henrietta Lane.

Cul-de-sac in Central Avenue becoming a 2 way with traffic calming measures implemented.

Closing Sydney Road (between Belgrave Street to Central Avenue) to create a pedestrian zone.

Whistler Street becomes one way northbound (The Corso to Raglan Street) with a low speed crossing of the new Sydney Road pedestrian zone.

Darley Road becomes one way northbound (The Corso to Wentworth Street) with a shared zone treatment (including the Whistler ‘dog leg’).

Belgrave Street (Gilbert Street to East Esplanade) and East Esplanade (Belgrave Street to Wentworth Street) to be traffic calmed.

A new 800 space car park to be constructed underneath Manly Oval, with vehicular access from both Sydney Road and Raglan Street, and underground pedestrian links to the Sydney Road (east) pedestrian precinct.
The feasibility of reintroducing a tram service within Manly will also be explored. Maintaining good vehicle access for residents in and out of ‘Eastern Hill’ and for local STA bus services are key considerations for Council.

Leading Edge & Sustainable Design Technologies
MANLY2015 includes water sensitive urban design features in streetscape works, the installation of stormwater / rainwater retention and reuse facilities and the inclusion of energy efficient lighting and solar technologies in and around key streetscapes.
