Consultation Outcomes

The consultation phase of Manly 2015 lead to 140 plus submissions being received by Council.
Eightly (80) people registered to participate in the online consultation, with 52 of these being from the Manly area.
The submissions received during the process raised the following issues.

As part of the consultation process Council provided 2 options for the Village Heart area (or triangle site). 73% of respondents to this question preferred option 2, which was to replace the existing building with a new purpose built facility.
In October 2011, Councillors were briefed on the detailed financial modelling prepared to implement Manly2015 and provided feedback on the 140 plus public exhibition responses received from the general public, groups and organizations.
Council considered all submissions received and as a result a number of modifications to the draft Manly 2015 plans were made. The modifications included:
- The deletion of the Raglan Street entrance for the Manly Oval car park
- Return to two way traffic in Whistler Street
- Return to two way traffic on the Beach Terrace
- Insertion on a Bike Lane in Raglan Street
- Insertion of a Bike Lane in Belgrave street
Councillors were also provided with the proposed governance and probity structures for the project going forward to ensure Council exercised due diligence in gaining the appropriate legal, property and financial advice to consider the best options in moving forward each components of the project.
In late 2011 and in 2012, Council also liaised with the Manly Lawn Tennis Club and a number of presentations and meetings took place with members of its executive, and correspondence was exchanged with Council.
Subject to a final formal agreement, an arrangement for the temporary relocation of the clubs' existing tennis courts (to the Raglan street boundary of Manly Oval) had 'in principle' support from the clubs Executive for the construction phase of the new car park proposed beneath Manly Oval. This would allow the construction of the car park to proceed with the eastern edge of the footprint of the car park beneath Manly Oval to be aligned adjacent to Belgrave Street (which was seen as desirable). It would also allow the clubs operations to continue unaffected during the construction of the new car park. It is proposed once the new car park is completed, the tennis courts would be reinstated in their current location. Should these arrangements not be agreed with the tennis club, it is proposed the original alignment of the car park as exhibited would proceed.
